Here’s a deck that I’ve played a few times on the stream and is the deck I’ve had the longest. I’ve recently updated it with some Virtual Cards, so let’s take a look at it now!

This is a simple ally deck, except you have to keep your ally count below four or else Chi-Chi will level herself (and lose her ally protecting powers). I play 5 allies, so obviously don’t play the last one if you already have four in play and have not fused Gotenks yet, or else you are going to hit Chi-Chi Lv.2 (you don’t want that).
Kid Trunks is usually my go-to fetch with South Kai. He has a great power and is half of what you need to put Gotenks in play. Goten is pretty lackluster, but he can replenish his power stages to absorb (or perform) more attacks. Pan is AMAZING once you have four allies in play, allowing her to constantly recycle Time and any three other cards (Double Whammy anyone). I use Super Saiyan Goku as an ally because he has a focused attack for a power, which will come in handy later when you start playing Battle of the Saiyans (not to mention the hoss damage it could do against Ball heavy decks). Goku is also integral for the all-powerful Double Whammy and the amazingness that is Wedding. Tarble should be your last choice for an ally. His power is ok, but he doesn’t serve as much purpose as the other allies. Play Tarble only after you get Gotenks in play, or just really need that fourth ally.
Chi-Chi is also very adamantly anti non-combat, packing plenty of ways to screw over decks that rely on them. Most of the other cards in the deck are there as either utility or to get Chi-Chi down to 0 power stages and let your allies take over. There are two cards I do want to cover in particular though.
Battle of the Saiyans – This card replaces itself in your hand, and can potentially add up to +8 life cards of damage to an attack (assuming you keep it steady at four allies). It must be used by a Saiyan though, so pretty much anyone but Chi-Chi has to perform the attack. The obvious choice is to use it with a Krillin’s Heat Seeking Blast, but using it with a focused attack like Super Saiyan Goku’s power, Double Whammy, Gotenks’ power, Blue Alliance or Supreme Kai’s Ki Push will increase your chances of it going off. Of course, it can be used on any attack, just make sure that you know that attack is going through.
Double Whammy – This card is AMAZING. It was released in the oft forgotten Vegeta Season, but it does everything you need it to. If it is taken as a life card in damage, you can tutor out an ally. Once you have Goku in play, it’s a focused attack for NINE life cards of damage! Yikes! Losing battles have been turned around from getting a Double Whammy in the discard pile from an attack. One of the best hero ally cards in the game!
I really like this deck. An ally deck that actually takes some skill to use, rather than the “I get 14 allies on turn one” energy lob nonsense.

…i would think by this that even if you fuse into gotenks he/she/it would still count as 2 allies towards your lv.1 power…
This is tricky, the CRD posted on the retro page (which is an exact cutout of the Buu Saga rulebook notes on Fusion) has:
If you have 2 fusible personality cards in play at the same personality level, and you use a
card that allows them to fuse (The Fusion Dance, Potara Earrings), you may
temporarily remove them from play and take the same level Fusion Personality card for those
2 personalities and place it in play directly out of your Sensei Deck. You set the Scouter at the
highest power stage and you set your Warrior Sword to 0.
If a fusion occurs between 2 Allies, then the fused character is 1 Ally. The 2 personalities that
are fused are still in play and the regular Ally rules still apply. If the fusion occurs with a Main
Personality, the Fusion Personality card becomes your Main Personality.
So the rule here contradicts itself. First it says they are temporarily removed from play, then it says they are still in play.
The latest CRD officially released by Score has:
“When you fuse for a Fusion Personality, you cannot use card effects to keep those personalities in play.”
Referencing an example of not being able to use “Goku’s Quick Save” to keep Kid Trunks/Goten in play when using “The Fusion Dance”.
So, it appears that if you have Kid Trunks and Goten in play as allies, and you fuse into Gotenks – you are considered to have 3 allies in play for card effects?
It’s confusing because the rules were written this way so that someone couldn’t play a ‘Kid Trunks’ ally once you fused into Gotenks (since Kid Trunks was no longer in play). But, the new Retro rules on allies have eliminated this part of ally rules altogether…
Here’s the answer we need:
Which rule is correct? The one that says they are temporarily removed from play? Or the one that says they are still in play?
MCQ26: Re-read the first sentence: “If a fusion occurs between 2 Allies, then the fused character is 1 Ally.”
SSJGotenks: Both are correct. Goten and Trunks are still in play, but count as only one ally: Gotenks. That rule prevents you from putting another Goten or Kid Trunks in play (we changed the rules so that your opponent can do that now though). It also affects cards like WGS Chi-Chi Lv. 1, whose power checks to see whether Goten is in play or not.

Is “removed from play” being used the same as “removed from the game”? If so Chi-Chi doesn’t actually let you fuse them because they can’t leave play…
I don’t think anyone would complain if you were using the fact that they were different to get around that, though.

Removed from game has a specific spot to put the cards. Removing them from play means to just get them out of the way so you can do whatever (in this case, put Gotenks into play). If you wanted, you could put them on your head and it’d be legal per the CRD.
